Thanks for making a discussion. The linked documentation is about creating a custom color scheme, which is most helpful if you are customizing large parts of your theme.

If you would like to just change the link color on your site, you are best left by not making a custom scheme, and instead either changing the SASS variable itself, i.e. adding to your _sass/custom/setup.scss:

$link-color: $blue-000;

or, by overriding specific styles yourself in _sass/custom/custom.scss:

a {
  color: red;
}
