In 2013, the Common Fisheries Policy (CFP) and Common Market Organisation (CMO) were reformed to strengthen the sustainability of EU fisheries, enhance the role of producer organisations (POs), improve market resilience, enhance market value of EU fishery and aquaculture products (FAPs) and consumers’ awareness. While the 2023 CMO implementation report found the reform largely fit for purpose, it identified certain shortcomings, particularly regarding the application and enforcement of rules related to professional organisations and consumer information. This study supports the ongoing CFP evaluation and pursues three main objectives: to provide additional evidence for the evaluation of the CFP, to formulate recommendations for improving the implementation and control of current rules on professional organisations and consumer information, and to propose possible amendments to the CMO Regulation. The study covers all 27 EU Member States and examines developments since the 2013 reform. The methodology combines extensive desk research with several primary data collection tools, including an online survey of POs and national authorities in 25 Member States, 37 stakeholder interviews, case studies across five countries (Denmark, France, Ireland, Poland, and Spain), and a stakeholder workshop to present and discuss preliminary findings.
