The Technical Support Instrument is the European Commission’s key tool for supporting Member States in designing and implementing growth-enhancing and inclusive reforms. From healthcare, to sound public finances, from the digitalisation of education and public services, to strengthening the business environment and the financial sector, the Technical Support Instrument supports EU Member States with their reform agenda.
In the spotlight
On a regular basis, the European Commission chooses a project to be its ‘project in the spotlight’. The featured projects, from different policy areas and in different countries, are selected on the basis of effective implementation, promising results on the ground as well as a potential to be replicated across the EU. In this way, the Commission seeks to encourage best practices.
Across Europe, the effects of climate change are clear: harsher droughts, heavier floods and more intense wildfires. With the Technical Support Instrument, Cyprus and Slovakia are designing 166 climate adaptation measures and building resilience together.

We provide support to reforms in a wide range of policy areas, such as climate action, digital transition and health.

Strong institutions and high quality public administrations in Member States are crucial for delivering on EU objectives.

We have implemented over 1800 reform support projects in all 27 Member States.

The 2025 edition of the TSI Annual Conference "Supporting reforms – Shaping the Future Together" took place on May 13th, 2025 in Brussels.
The Conference showcased how EU support helps Member States deliver on their reform agendas and align national reforms with EU priorities. The Conference brought together high-level inspirational speakers and panelists from the EU Member States and the EU institutions to exchange on impactful reforms, their challenges and lessons learnt.
This year’s Annual Conference also paved the way for the official launch of the TSI 2026 Cycle, and the communication of its priorities for the upcoming year.
News
The Technical Support Instrument (TSI) Mid-term Evaluation was released on 12 May 2025 providing key insights on the implementation of the TSI. It was conducted halfway through the TSI’s implementation period (2021-2027) to assess its early progress and impact.
The evaluation covers projects implemented between 2021-2023 in all 27 Member States, scrutinising a total of 611 technical support projects, with an overall budget of EUR 359 million.
